You seem to understand what foreigner and sandbox mean, but your definition of "flirt" is not exactly right. I've given you an example dialogue below in which Sam flirts with Susan.
Sam: You really look nice today. Susan: Oh, thanks Sam. Sam: That dress matches the color of your eyes. Susan: Don't make me blush!
*This is not standard small-talk. :) Sam wants a romantic relationship with Susan. He "flirts" with her so that Susan knows how much he likes her.

To flirt means to make a small talk with someone.
A foreigner is a person who is from other countries. For me, Americans, Indians and Japanese... are foreigners.
A sandbox is a place that we can build in.
